Hellen Opoka is the Head of Legal at the Uganda Printing and Publishing Corporation (UPPC), where she leads all legal, compliance, and governance functions for the nation’s statutory printing and publishing authority.

An Advocate of the High Court of Uganda, Hellen holds a Master of Laws (LL.M) and a Diploma in Tax Revenue. Her advanced legal education equips her with a strong foundation across multiple legal disciplines, including corporate law, compliance, and regulatory frameworks.

At UPPC, Hellen oversees contract negotiations, litigation management, intellectual property rights, public procurement, and risk mitigation. She advises the Board and executive leadership on corporate governance, employment law, and legal strategy, ensuring the Corporation operates with the highest standards of legal integrity.
