UPPC, Parliament Explore Partnership to Expand Access to Public Information

Entebbe, Uganda: Uganda Printing and Publishing Corporation (UPPC) held discussions with the Department of Official Report of the Parliament of Uganda to explore opportunities for collaboration in printing, publishing, digitisation and the wider dissemination of public information.

The Department, commonly known as ‘Hansard,’ on 2 October visited UPPC’s Head Office in Entebbe, where they met with Senior Management to identify areas in which the two institutions can leverage their respective capabilities to improve service delivery and public access to information.

The discussions highlighted the importance of advancing digitisation and making official information more accessible to the public, in line with Uganda’s broader digital transformation agenda and the long-term aspirations of Vision 2040. The potential collaboration presents an opportunity to leverage existing digital platforms and capabilities to improve access to parliamentary and other public information.

UPPC Director Business Development, Rebecca Nyakairu, said there is significant potential for the two institutions to work together by building on their existing capabilities.

“There is so much we can do together, building on the capacity that both entities have. As we go digital, the Hansard, which is already digitised, can be made more accessible and visible to the general public through platforms such as the Gov Info Hub, among others. Let us leverage each other’s strengths to deliver quality services and ensure access to public information,” she said.

The discussions also explored opportunities in printing, publishing and documentation, as well as potential areas of collaboration in the digital space.

The Head of the Department of Official Report, Moses Bwalatum, appreciated UPPC’s existing capacity and emphasised the importance of strengthening collaboration between the two institutions.

“We appreciate the capacity that UPPC has and acknowledge the need to work together to identify areas where our two institutions can complement each other and deliver better services,” he said.

The discussions are expected to provide a foundation for further engagements on specific areas of collaboration, with both institutions committed to leveraging their respective strengths to improve the production, preservation and accessibility of public information.

For UPPC, the engagement is part of its broader commitment to strengthening strategic partnerships and expanding the reach of quality government information through traditional publishing and emerging digital platforms, in line with the Corporation’s 2023–2028 Strategic Plan.
